Editorial Note

On May 3, 1951, the United States and Ecuador signed at Quito a Point IV General Agreement for Technical Cooperation, which entered into force on the same date. A copy of the agreement was transmitted to the Department of State under cover of despatch 818, from Quito, May 4, 1951 (822.00–TA/5–451).
