Addis Ababa despatch 190, October 17, 1952, transmitted to the Department of State the minutes of meetings in Asmara on October 9 and 10, covering the formal negotiations with the Ethiopian Government concerning an Ethiopian Base Agreement for Eritrea. Despatch 193, [Page 428] October 17, commented further on the negotiations. The Ambassador suggested that the approval of a military training mission for Ethiopia would probably result in the speedy signing of the Base Agreement by the Ethiopians.
