Memorandum by the Deputy Director of the Executive Secretariat (Barnes) to the Staff Assistant to the Assistant Secretary of State for Near Eastern, South Asian, and African Affairs (Hemba)

confidential

Following his discussion with Ambassador Bowles the other day the Secretary assured the Ambassador that he would help him push his ideas on the economic program for India.1 I pass this on so that the appropriate people in NEA will be aware of the Secretary’s interest in this program and will be alert to the desirability of raising it to his level as may seem desirable in the future.
