The question of restrictions on trade with Communist China was discussed at a meeting on March 26 between Secretary of State Dulles, French Prime Minister René Mayer, and French Foreign Minister Georges Bidault, held during a visit to Washington by Mayer and other French officials. A joint communiqué issued on March 28 included an announcement that the French Government intended to take measures to prevent the bunkering of ships carrying strategic materials to Communist China and the transportation of strategic materials to Communist China by French ships.
