537. Prime Minister1 informs me in substance as follows: “If OEEC finds Finland satisfactory for membership, we will join. It will take a little time to work out details. Some Finnish officials are hesitant because of local Communist press criticism, but we have had no adverse comments from Soviet Government or Soviet press, and they must have known about this for months. In any event I intend to continue to press for early and favorable action.”
