“President Kennedy has asked me to let you know that he has received your message and regrets to hear of the loss of life resulting from the recent violence in Northern Rhodesia. It is his hope that law and order can be restored in such a way as to be mutually advantageous to all concerned. As you are aware, Assistant Secretary of State G. Mennen Williams has recently visited Northern Rhodesia, and the President will be particularly interested in receiving a full report from him.”2
