183. Editorial Note

On September 20, 1961, Mongi Slim of Tunisia was elected President of the 16th Session of the General Assembly by a vote of 96 to 0, with 1 abstention. For text of his address to the General Assembly after his election, see American Foreign Policy: Current Documents, 1961, pages 124–126. The next day Assistant Secretary of State for African Affairs G. Mennen Williams sent a message to Slim that read: “Congratulations. The best man got the job.
