495. Editorial Note

On August 25, 1961, Canadian Ambassador Heeney sent a letter to Legal Adviser Abram Chayes, in which he wrote that the Canadian Government would like to send a delegation to Washington to discuss the U.S. position on the proposed multilateral Law of the Sea convention. He hoped that the meeting could be scheduled before the reopening of the Canadian Parliament on September 7. On September 7 Chayes replied that although the United States had not reached a decision about the convention, he would be willing to meet with a Canadian delegation on September 8.
