Sir: I have pleasure in being able to report to you that our national anniversary was very generally observed in this city, in a manner most flattering to the United States.

President Moreno has been absent from the city for several weeks past, but by his instructions the bands of the government and a guard of honor were sent to this legation.

During the course of the day Minister Leon and the chief officers of the government, together with most of the principal citizens, called in person at this legation. The foreigners of all nationalities (inclusive of the English) also came to offer their congratulations.

I was particularly impressed with the vivid sense of kindness and gratitude with which the French residents of this capital seem to regard this legation, which was the recipient of many offerings of flags and flowers from them during the day.

The feeling exhibited likewise by the native officials and citizens was, without exception, of a most cordial and gratifying character.

This day has added another to the number of the pleasant reminiscences of my sojourn in Ecuador; and has again evinced the universal esteem and respect felt for the Great Republic throughout all circles here.

THE FOURTH OF JULY.

This glorious day, the anniversary of the declaration of the independence of the United States of America, the model of the modern republics, was observed by the Hon. Mr. Wing in a most becoming manner.

On the previous evening his house was serenaded by the bands of the two bodies of soldiery now stationed in this city, who were generously treated by him. On the day of the 4th he received congratulatory visits from all the most eminent members of Quitonian society. But aside from the just motives that all true republicans had for felicitation upon that notable day, was the fact that the Hon. Mr. Wing has established such pleasant relations, and is so universally respected, and enjoys such genuine popularity here.
