Sir: During the last year I had frequent occasion to employ my good offices with the Mexican government, on behalf of English, French, and Austrian subjects, resident in this republic, in the absence of a diplomatic or consular agent of either of those powers, and especially [Page 387] in procuring for them “cartas de matricula,” and otherwise enabling them to comply with the recent laws on the subject of foreign citizenship.
