Sir: I have the honor to acknowledge the receipt this morning of the Department’s instruction No. 114, of the 18th instant, and to state that unless instructed to the contrary I shall await the result of the elections which take place on November 1, before taking up the question of an enlargement of our naval station at Guantánamo. * * *

Unless the foreign office should call renewed attention to the E. P. Pawley & Co. case, I shall for the present say nothing about the revocation of the permit by the Secretary of the Navy.
