Sir: While referring to previous correspondence, and in order that there may be no misunderstanding, I have the honor to inform you that I have not taken up officially in any way with the Cuban Government the question of the enlargement of our naval station at Guantánamo, and the possible renunciation of the Bahía Honda lease. Clippings from La Lucha, which have been sent the Department in the usual way, would appear to indicate that I have already begun, negotiations in the premises.
