Sir: In reply to your No. 240, of the 1st instant, I desire to say that the Department is glad to learn of the apparently sincere determination of the present administration of Panama to identify and punish those responsible for the killing and wounding of American citizens in Panama on July 4 last, and trusts that the investigation which has been undertaken will lead to prompt results along this line.
