Your 35, June 23, 5 p.m. The Department would look with disfavor upon the proposed change with respect to the nomination of judges and desires you to use your best endeavors informally to obtain a continuance of the practice consistently followed in recent years and used, with respect to American appointments at least, on several occasions prior to 1910.

Appointment of candidates by the Egyptian Government would obviously restrict the possibility of obtaining suitable persons and might place the President in the somewhat embarrassing position of being obliged to disapprove a nomination.
