Sir: I have the honor to refer to despatch No. 291 of July 2, 1936, from the Consul General at Mukden to the Embassy, entitled “Declaration, concerning status of extraterritorial nations in ‘Manchukuo’,[”] copies of which were forwarded direct to the Department.76

The Embassy informed Mr. Ballantine in its instruction of July 25 that it approved his proposal to advise American inquirers that they might pay, in the form of voluntary contributions to the “Manchukuo” government, taxes which are non-discriminatory and no higher than those paid by Japanese subjects, and that it concurred in his opinion that the other immediate measures of “Manchukuo” control over Japanese subjects, relating to industrial supervision and special manufacturing taxes, are not likely to affect American residents. A copy of the Embassy’s instruction in question is enclosed.76
