Responsible Foreign Office official yesterday informed me that no progress was made toward adjustment of Sino-Japanese relations in the sixth conference between the Japanese Ambassador and the Chinese Minister for Foreign Affairs which was held October 26. He expressed fear that an agreement would be impossible unless Suma returned from Japan with instructions changing Japanese attitude on those proposals which it is impossible for China to accept. I inferred the proposals in question related to reorganization of the five northern provinces and joint military action against Communist menace.
