Memorandum by the Acting Secretary of State to President Roosevelt 19

Mr. Stettinius telephoned me this afternoon and asked me to request your authorization for a short statement along the following lines to be used in the event that some announcement is made or that the news breaks in some other way on the subject of the representation of the two Soviet Republics in the International Organization.

At the Crimean Conference the Soviet Government stated that they intended to propose at the San Francisco Conference that the two Soviet Republic which had suffered most in the war, the Ukraine and White Russia, should be included among the list of original members of the Assembly when the Organization was established. It was agreed at the Conference that Great Britain and the United States would support this proposal. This is a matter for the nations convened at San Francisco to decide.20

I would, of course, avoid making any statement unless it becomes absolutely necessary, although I might add that the story is in the current issue of Newsweek and we are already being questioned about it.
