152. Confirming Ambassador’s conversation with Briggs, we cannot give Peruvians long-term commitment re wheat, fats or other short supply items mentioned for inclusion proposed Argentine-Peruvian agreement. You may inform Peruvians however, this Govt would naturally endeavor do its best in light of over-all situation to meet specific Peruvian requests from time to time. You will appreciate, however, Peruvian decision as to agreement with Arg is one for Peruvians alone and we do not wish to be in any position that might be misinterpreted as interfering with making of Peruvian decision.

For your info only (and not for communication to Peruvian Govt) Arg may hava committed itself under various trade agreements to supply more wheat than may actually be available for export this year. In your discretion you may express on personal basis your assumption that Peruvians will naturally have investigated ability of Argentina to fulfill commitments re wheat.
