2433. Department understanding final sentence Deptel 1756, repeated Shanghai 2077, is correct. Phrase “unilateral action” used in Embtel 2381, December 2 [1] (repeated Shanghai 1184) referred to possible independent action by United States forces rather than in concert with other foreign powers.

We admit cogency of Department’s arguments against international police force but thought suggestion was worth consideration.
