His amendment provided for an additional $100 million of appropriated funds for FY 1967 to be made available for lending to IDA under specified conditions. Copies were sent to Secretaries Rusk, Fowler, and McNamara, and Walt Rostow.

W[alt]” On January 31 from 2:20 to 3:20 p.m., the President had lunch with General Taylor, Rostow, McNamara, Rusk, Komer, and Christian on Vietnam.
