Sir: Your despatch of the 24th of July, No. 118, has been received. I shall follow with much interest the development of the imperial policy for obtaining an effective aud yet liberal national system of financial administration in Austria. While the steps that have been taken thus far appear to have been attended by much discouragement, it must be conceived that the government is exercising extraordinary patience and assiduity.
