Sir: Your despatch of the 17th ultimo, No. 59, together with its accompanying memorandum of a conversation that you had with Mr. Drouyn de Lhuys, upon the subject of the forcible surrender, by General Mejia, of refugees from the insurgent army to the armed enemies of the United States, has been received, and your proceedings are approved.
