Sir: I have the honor to acknowledge the receipt of despatch No. 169, enclosing copies of three proclamations of the President, under date of 11th April, relating to the closing of certain ports of entry, and reciprocal hospitalities to the vessels of foreign navies in the ports of the United States, and to our vessels of-war in foreign ports. I am heartily rejoiced at the steps taken with respect to the unjust and humiliating treatment to which our national ships have been subjected, and I doubt not it will lead to a return to that courtesy which is due to a friendly power. I have also had the honor to receive despatches Nos. 166, 167, and 168.
