Sir: There is a rumor here that differences in regard to precedence have arisen among the members of the diplomatic and consular body at [Page 164] Tangier. As you have not mentioned the subject in your dispatches, the department has not been disposed to attach importance to it. If, however, the rumor should prove to be well founded, you will make a full report of the matter.
