Sir: Your dispatch, No. 146, of the 3d ultimo, in relation to the pending question between the President of Ecuador and the President of Cauca, has been received.

In reply, I have to state that you are at liberty to use your friendly offices for the purpose of arranging this personal issue. In doing so you will counsel peace and mutual forbearance, but avoid much interference, unless it be asked for, and then let it be confined to prudent counsel and non-partisanship.
