Sir: I have to inform you that accounts have reached here of deplorable scenes which have recently transpired in several towns of Bessarabian Roumania, and especially at Ismail, Vilcovu, and Cabool.

The population had rushed upon the Israelites, devastated their homes, and blood had been shed.

Hundreds of families had been beaten, despoiled, and driven forth.

Hundreds had fled across the Danube for refuge in Turkey.
