Mr. Fish to Señor Benard.

Sir: I have had the honor to receive your note of the 14th instant, and have been gratified by the elevated sentiment which it expresses in regard to the subject of a ship-canal, from ocean to ocean, through Nicaragua. It is a matter of regret that the decision of the subject of those officers of this Government, to which you refer, should not have been made known prior to your return to your country. The cause of that return is much to be lamented. The good wishes of this Government will accompany you.

Your wish in regard to the pamphlet which accompanied your note will be complied with.
