Sir: Your cipher telegram, dated at Constantinople the 17thinstant, has been received. It reads as follows, viz:
Legal counsel necessary prosecution of murderers. Do you authorize it?
Upon the 20th instant the Department replied thereto as follows, viz:
You are authorized to employ counsel.
These telegrams are understood to relate to the case of Dr. Parsons and servant recently murdered near Ismid, in Turkey.
