Sir: I have the honor to inform the Secretary of State that on the 4th instant the United States flag was displayed at this consulate, and that at each of the foreign consulates in this city the flags of the respective governments were displayed in commemoration of the one hundred and third anniversary of American Independence. During the day the representatives of foreign governments residing here, presented their congratulations. At 10 o’clock a.m., the Bey sent General Si Haïda, governor of El Arad; General Si Mohammed Rechid, attached to the new ministry; and Mr. Gabriel Valensi, interpreter, to present His Highnesses congratulations and assurances of continued amity towards the government of the United States. And he especially desired that his compliments and assurances of friendship and good will be presented to the President.
