Mr. Blaine to Señor de Zamacona.

Sir: I have the honor to acknowledge the receipt of your note of the 25th ultimo, in relation to the crossing into Mexico from Tombstone, Ariz. of a sheriff and three persons who captured a fugitive criminal and returned with him to the United States. You consequently point to this as a violation of law and treaty obligation and ask that the guilty parties may be properly punished.

In reply I have the pleasure to inform you that a copy of your note has been communicated to the Secretary of the Interior, who has been asked to direct that proper measures be taken by the Territortal authorities for the punishment of any guilty parties and for the future maintenance of law and treaty obligations in such matters.
