Sir: I have the honor to acknowledge the receipt of your letter of the 23d instant, requesting, on behalf of your government, to be informed as to the grounds upon which Denis H. O’Connor was arrested and imprisoned by the British authorities in Ireland; and I have the honor to acquairt you, in reply, that I have referred your application to the proper department of Her Majesty’s Government.
