Sir: Referring to your note of the 28th of November last, relative to the decree of the Venezuelan Government requiring ships papers to be deposited with the port officers, I have the honor to inform you that Harl Granville, in thanking you for this communication, has requested me to state to you that, no report on the subject having been received . from Her Majesty’s legation or consulate in Venezuela, instructions have been sent to inquire into the matter, and that in the meanwhile Her Majesty’s minister will act in concert with the representative of the United States and the representatives of any other powers who maybe taking steps to prevent inconvenience to vessels of their country which may frequent Venezuelan ports.
