Mr. Egan to Mr. Blaine.

Mr. Egan reports that he has just received from commanding officer of the Baltimore, according to instructions of the Navy Department, a full report of the assault upon his men, showing it to have been brutal and unprovoked, and implicating the police as having participated in it. He says that particulars have been cabled to the Secretary of the Eavy and that he will not take any action until he receives instructions.
