The Secretary of State presents his compliments to the minister of Russia, and has the honor to request that Prince Cantaeuzene will have the kindness to call at the Department of State to-morrow morning, at 10.30 o’clock, for the purpose of signing, with the Secretary of State, the proposed agreement for a modus vivendi between the United States and Russia in relation to the fur-seal fisheries in Bering Sea and the North Pacific Ocean.
