Sir: In accordance with a request made to me by the governor-general of Canada, acting under instructions from Her Majesty’s Government, I have the honor to transmit herewith, for the information of the United States Government, a copy of a minute2 of his excellency’s council, dated the 16th ultimo, to which is appended a complete list of such British vessels as have cleared from Canadian ports for the sealing grounds during the present season.

Of these vessels it appears that 34 have cleared for the coast of Japan and 24 for the American coast, making in all 48.
