Mr. Guzman to Mr. Gresham.

[Translation.]

Sir: As I had the honor to inform your excellency orally, my Government has returned to that of Her Britannic Majesty a reply to the note which on the 26th of February last Lord Kimberley placed in the hands of our representative at London, and of which I personally delivered to your excellency a printed copy, as I received it.

In the said reply, my Government says to that of Her Britannic Majesty that Nicaragua, anticipating the wishes of England, has granted unconditional amnesty to the British subjects who had been expelled from the territories of the Republic on account of having appeared to be concerned in the Bluefields rebellion. As to the indemnity demanded by the British Government from ours in the above-mentioned dispatch of the Earl of Kimberley, Nicaragua declares in her reply that she is ready, as a tribute to justice, and in order to ever maintain friendly relations with Great Britain, to submit this point to the decision of an impartial arbitrator.

I beg your excellency to be pleased to bring the foregoing to the high knowledge of His Excellency the President of the United States.
