Sir: Referring to Mr. Hicks’s No. 56, of December 20, 1889, and 91, of February 21, last, both relating to the claim of the Hydrographic Commission of the Amazon against the Government of Peru, you are instructed to ask the foreign office whether the treasury department has made any report to it in regard to the claim; and if not, to urge that action may be taken. Mr. Hicks stated that the justice of the claim was admitted by the officials of the foreign office.
