Sir: I have the honor to acknowledge the receipt of your note of the 27th instant, in which, in view of an unfavorable report alleged to have been made to this Department by Mr. Chilton on occurrences at Trebizond, you inclose, by way of information merely, the report of the local authorities of Trebizond, making it appear that force of arms had to be resorted to in order to put down rebellion of Armenians.

Mr. Chilton’s reports of events of which he was an eyewitness during his stay in Trebizond have not been printed, and the statement in [Page 1438] the press that they were “rather unfavorable to the Turkish authorities” was not authorized. The Department is satisfied of the impartial fidelity of the narratives furnished to it by Mr. Chilton.
