Sir: I have just received from the
Secretary of State of my Government a telegram charging me to inform
the President of the Republic how much the President of the United

I should be much obliged if you would have the goodness to transmit
this communication to the President of the Republic and to inform
him, furthermore, that the diplomatic representative of the United
States is equally touched by his action and is deeply grateful to
him for it.
