Me. Envoy: In answer to the note that your
excellency addressed to me, dated the 26th of March last, No. 382, I
have the honor to inform you, according to a telegram of the
governor-general of the vilayet of Erzeroum, that categoric

orders have been given to
the civil and military authorities for the arrest of Seyid Ghaffar,
accused of having assassinated the American missionary Labaree in
Persia, in the event of his passing into Ottoman territory.
