Sir: I have the honor to acknowledge the receipt of the department’s No. 92 of May 19, in regard to the attitude of the Government of the United States toward the administrative decree of the President of the Republic of Colombia, No. 1258, of November 17, 1908, which attempts to define the status of foreign immigrants in this country.

I beg to inclose herewith copy of my note1 to the acting minister for foreign affairs, under date of June 30 last, making known to him the views of our Government on this matter. To this communication I have had no reply. I beg to report also that, at the same time, the British chargé d’affaires ad interim at this capital forwarded to the Colombian Government a somewhat similar note.
