Sir: Referring to the department’s telegraphic
instruction December 1,1
quoting in full the English text of the protocol of December 1 between
the Governments of the United States and Chile with reference to the
Alsop claim, I have the honor to inclose herewith copy of my note to the
foreign office of to-day’s date submitting to His Majesty the King the
whole controversy for his friendly adjustment.
I also have the honor to inform you that the Chilean minister in London
has to-day sent a similar note to the foreign office transmitting the
Spanish text of the protocol.

Sir: I have the honor to inform you that on
the 1st of December last a protocol was concluded and signed at
Santiago, Chile, by the plenipotentiaries of the United
[Page 188]
States of America and of
Chile providing for the settlement of the Alsop claim, the two
Governments concerned having been unable to agree as to the amount
equitably due to the claimants.
By Article II of this protocol, a copy of which is inclosed herewith,
it is agreed that the two Governments shall submit the whole
controversy to His Majesty the King for his friendly adjustment.
In accordance with this agreement I am instructed to present the
formal request of my Government to His Majesty that he will be
graciously pleased to consider the case as presented under the
protocol and determine what amount, if any, is equitably due said
claimants.
