Ambassador Rockhill to the Secretary of State.

Mr. Rockhill reports that he has received from the American Legation at Peking a copy of a note dated December 10, last, from the Chinese Government stating that by arrangement made with the Russian minister the American consul at Harbin will be notified in due time concerning the detailed regulations, and it hopes everything will be satisfactorily arranged. Mr. Rockhill asks, in view of the fact that a local settlement appears most desirable, if he may defer any discussion with the foreign office as to detailed objections.
