Mr. Knox instructs Mr. Fletcher to point out to the Chinese Government that the success of the proposal for the neutralization of the railways of Manchuria, which means so much to China, depends in a large measure upon an early public ratification of the Chinchow project as signed, and directs him to continue to urge for such early ratification.
