Mr. Knox informs Mr. Calhoun that the following telegram has to-day been sent to the American embassy at St. Petersburg:¹

Mr. Knox states that Mr. Calhoun may read this telegram to the minister for foreign affairs for his information. Directs that the telegram be repeated to the American embassy at Tokyo.
