Minister Calhoun to the Secretary of State.

[Telegram—Paraphrase.]

Mr. Calhoun reports the issuance of an imperial edict signed by the Prince Regent, the grand council, grand secretariat, and president of the official boards, fixing the year 1913 for the opening of the official [Page 338] parliament, and stating that a cabinet will be organized previous thereto, and that representatives or agitators who have been in Peking advocating advance of the parliamentary period are ordered to return to their homes, and those who make a disturbance or who further agitate the subject are threatened with punishment.
