Sir: I have the honor to acknowledge the receipt of your note of the 12th instant, in which you kindly inform me with reference to the coming visit of His Imperial Highness Prince Tsai Tao to the United States, that in addition to the usual customs courtesies which will be extended to him on his arrival, the President will appoint an officer of the United States Army to receive him at San Francisco and accompany him to Washington, where he will be received with all the honor and courtesy due to his exalted rank; that he will be the guest of the American Government during his stay in this city; and that the Secretary of War will make all necessary arrangements to facilitate the inquiries which his imperial highness may desire to make regarding the military system of the United States.

I have lost no time in communicating to my Government the above arrangements for the reception of the prince, which can not fail to be highly gratifying to the Imperial Government.
