Santo Domingo, January 2, 1911.

The Dominican Government has proposed to the Haitian Government that a mixed commission of two Dominicans and two Haitians proceed to the frontier to determine whether the road which is being built by the Dominican Government encroaches on Haitian territory, and that all troops, except necessary frontier guards, be withdrawn. War is not desired by the Dominican Government, but that Government is prepared to defend its rights by force of arms.
