Sir: I have the honor to inform you that the consular representation of the Congo State having been merged with the consular representation of Belgium, the functions of the consul general of the Congo to the United States, formerly held by Mr. James Gustavus Whiteley, have been discontinued and that the affairs that were handled by that consulate general are now and will hereafter be conducted through the consular representatives of Belgium in the United States.
