Sir: I have the honor to inclose to the Department herewith in translation for its information copy of a letter1 from Gen. Villar, who is at present operating in the northern part of the country, to President Diaz, in which he complains somewhat bitterly of a fancied laxness of the American authorities along the Texas border in permitting Mexican malcontents to carry on operations of various kinds from the American side.

During an interview with President Diaz a few days ago he expressed himself in the same vein, intimating that a stricter patrol should be enforced and that the governor of Texas should give the matter more careful attention.
